Why not simply have merchants agree to honor old U.S. silver coins
(i.e. pre-1965 dimes, quarters, half-dollars and silver dollars) at current value of their silver content? These coins are, of course, legal tender, and when a restaurant accepts an old half-dollar in exchange for a $14.00 tab, not only is it a fair exchange, but the revenue of $0.50 has positive implications in regard to taxes.
